Can anyone tell me how I can test a 15 hp 3 phase baldor motor. I do not have 3 phase power, but I do have a 5 hp rotary phase converter. I have multimeters, ohm meters ect.

Spin it to check the bearings. Use a cord around the shaft, an electric drill, or use your imagination. It should spin smoothly and quietly.
Check the windings for continuity and balanced resistance, and megger the windings to ground at 1000Volts.
If it passes these tests, the odds are probably over 1000:1 that the motor is good.
Or, as David suggests, rent a generator.
Or, throw the motor in your truck and take it to three phase power.

Short answer: "Get the motor and the three phase supply close enough for you to do the testing."

1st question from me would be, test it for what? Insulation integrity? Rotation? Bearing wear? ?testing? is a fairly vague term.

Don't forget the "Whiff" test; sniff and see if the windinngs smell burnt.

What exactly do you want to test the motor for ? What is the application ?

17th century English Literature perhaps?
