How can I draw a circle tangent to line and curve?

Is there in MicroStation any tool like in AutoCad: "draw circle-Tan,Tan,Radius" ? How can I draw a circle or a curve in certain radius between two curves or curve and line ?
The circle has to be tangent.

I believe you can use the construct circular fillet tool
 
In the "place circle" dialog box, set the method to "edge".
Set your diameter/radius.
Use the "tangent" snap button when picking the lines or curves you want the circle tangent with.
