How can I deform a stretch web on a progressive die strip?

I am trying to determine the best method to deform a stretch web. I have a starting shape, and attachment points, I was wondering is there is a method to pull one end to the new attachment point and the web will stretch and deform as long as there is enough material. I attached a picture.
