The 11' 8" bridge is in my back yard (so to speak) over in Durham, North Carolina, about a 20 mile drive from where I live.
So far as fixing the bridge (as opposed to fixing drivers which has proved to be un-fixable), the problem for the railroad is that is a main line passage with lots of rail traffic and, it is located in a fairly tight area down town with little to no room for a temporary parallel rail to permit construction. So the railroad doesn't want to do anything.
For the city, there are large sewer lines and other infrastructure beneath to road bed, so they don't want to do anything in terms of lowering the road bed.
In addition to the warning lights you see near the bridge in the videos, there are lights (and of course signs) further back up the road triggered by height sensors, but they have had a problem with the "NOT ME" exception overriding receipt of the warning.

I heard there are pokeymons on the other side of the bridge.
There has been some discussion of closing the road under the bridge, but Durham prizes it's entertainment venues and has developed into a quite a performing arts mecca.. and has quite an artistic draw. They just need to put judges

there to rate the artistic merit of the crashes......
