hotel guest room fire and smoke dampers

I have another question regarding my high rise hotel project in Pacific NW. We are planning to provide ducted ventilation air for each room from a 100% OA unit and toilet exhaust from rooms is via a common fire rated plumbing chase, manifolded at the top to the exhaust fan. We also have corridor ventilation.

Reading IBC it sounds to me like we are on the hook to provide smoke dampers (and possibly combination fire and smoke dampers) for each room (so, two per room - one on ventilation air, one on toilet exhaust). That would be a pile of cash. We plan to ask the AHJ to confirm these are required, but thought I'd ask if anyone knows a better way.
 
I've been there before. I think you're probably on the hook to provide them.
