Hot Dipped Galvanized vs Painted structural steel in cold environments

Please advise. Can we use Zinc based paint system instead of Hot Dip Galvanizing for Structure Steel items in cold environment?
 
Yes, but hot dipped galvanizing is better than almost all other coating systems.
 
Depending on what kind of cold environment, the alternative of no coating system may also be acceptable. We are currently building a piece of equipment for northern Alberta which has no coating system on structural steel at the request of the client- because in practice, no coating system is required for medium term durability in that environment.
