horizontal seismic force saddles horizontal vessel

Good morning,
I am studying how saddles of horizontal pressure vessel work against seismic force and I would ask you something about that.
If we have 2 saddles with base rectangular plate...who takes the shear force due to longitudinal seismic force?
The base plate saddles are hortogonal to longitudinal force direction and so inertia in this direction is very low.
