Hello Everyone,
For the calculation of a hooked bars development length, all the codes have a stipulation that if at a discontinuous end with both side cover and top or bottom cover less than 2.5 inches, then ties or stirrups are required along the hook.
My understanding is that when they say "both" it means that the the side cover and the top cover need to simultaneously be less than 2.5 inches for this to apply, and not "both" as in an either or type of situation, where only one of them needs be less than 2.5 inches.
i.e. that my side cover can be 2 inches and my top cover can be 2.5 inches, or my side cover can be 2.5 inches and my top cover can be 2 inches, and ties will not be required as per the clause. Is this understanding correct?
