Hole wizard tapped holes in assembly

I have an assembly that uses 2 components. The one component is a read only file from a library. It is a standard product that we then assemble to a custom product. The components will be welded together but I need tapped holes that will be into both parts to hold other pieces. I'm trying to add tapped holes at the assembly level that will go into both parts. When I add the tapped holes the cosmetic threads are in the custom part (file is not read only) but end in the custom part, the do not pass thru into the standard product (file is read only). I'm assuming my problem is because of the read only but I don't want to change that. Is there any way to get around this? I have tried to just cut extrude a hole and add the cosmetic thread but it will only allow adding it for the thickness of the custom part.

You can't change a read-only part. The same for any read-only file. If you are modifying a library part, it should become a new part and given it's own drawing. Then add it to the library.

Unless you are using SW2007, the cosmetic threads will only go through the part you started the tap in.

I tried Hole Series, that doesn't seem to work because the holes are blind and Hole Series was only letting me go all the way thru. I can manually add the cosmetic thread after the hole is created, but thats a pain. I guess I'll stick with that plan until we upgrade.
