History of CL-625 Live load for CHBDC

Would anybody know how we got to this load, CL-625? or that can point me in the right direction to investigate?
Back in the day they would design for HS20 (AASHTO)

I am researching when we transitioned from hs20 to cl625? I’m talking Ontario

In 1979 the first edition of Ontario Highway Bridge Design Code was published which used the OHBD Truck. I think it was 600 kN. In 2000 the CHBDC superseded the OHBDC with the current loading model.
