HI
I GENRALLY HEARED PEOPLE IN INDIAN INDUSTRIES USE A TERM HIGH TENSILE STEEL
BUT CAN ANYONE CLARIFY ME ABOVE WHAT TENSILE STRENGTH(PSI) WE CAN SAY IT IS HIGH TENSILE

It varies depending on the industry. I would say that for the boiler and pressure vessel industry, an ultimate tensile strength of 90 Ksi and higher would be considered high strength.
 
I think an ultimate tensile strength of 500 MPa or greater is considered high strength (e.g. HSLA steels) in general industrial and automotive markets.
