Hiding Axis Tags

I am currently running Pro/E 2001. In this version, when I blank the layer containing an axis feature, the axis tag is hidden on a drawing. On drawings created with older versions of Pro/E, the axis tag text has to be placed in a separate step on a blanked layer in order to hide it on the drawing.

Does anyone know what is causing this difference in behavior, and if there is a way to make an old drawing behave like one created using version 2001?
