Hide Padlock in Edgebar V19 1

I realize the open Padlock in assy edge bar indicates that the part is 'available'.

However, it got switched on on a colleagues machine & we can't find where to turn it off.

I looked in tools options but didnt' see the relevant command.

Any help appreciated.
