A) Is it sour Service
B) Is it Wet
C)Is it tested for HIC
D) Impurities
If its not rated to TMO-284/NACE rated, has impurities is wet and is in a sour service you have a problem.
(Based on carbon steel)

You can find a copy of TMO-284 here
Essentially inclusions/impurities within your material act as a nucleation sites for Hydrogen atoms, this leads to HIC.
It is particularly important for flat rolled pipework which is more susceptible than seamless.
I would suggest looking at ISO 15156/ MR0175 to find out what your threats are and whether you need to carry out inspection ie Phased array

With regard to the original question, it may be that the OP is seeking the HIC equivalent of the SSC Region diagram in part 2 which does not yet exist.
