Help with HUD-7584 (PFGMH) 1996 version versus a 2005 version

I read 2 threads on Eng-tips about HUD 7584 "Permanent Foundations Guide for Manufactured Housing (PFGMH). I am looking into this for a friend. I was wondering if anyone can point me in the right direction for the following?

[li]While you can download the 1996 version of PFGMH from HUD, I have seen references to an October 31, 2005 revision to it. Years ago I could find this revision on the internet but now I cannot find it. At one time I had a PDF of it. I have never found it present on a HUD site. Is this a true revision or something that never got officially adopted? This 2005 revision allowed a lot of things the 1996 does not allow. It also included many proprietary systems as being "allowed".[/li]
[li]Are screw in soil anchors allowed at all? 1996 directly said they could not be used.[/li]
[li]Are dry-stacked masonry block allowed? As I recall, the 1996 would not allow them.[/li]
[li]Some proprietary systems claim to prevent sliding only. It appears they indicate that if you prevent sliding, you do not need to worry about uplift. Years ago when I questioned one them about this their answer was 'Homes slide before they uplift, so if you prevent sliding you do not need to worry about uplift". I failed to see how this was true but the officials in the state I live in repeated this logic to me when I questioned them.[/li]

I have some other questions for anyone that is familiar with 7584 but would like to start with these. If these do not pan out, I do not need to ask the other questions.

If anyone has the 2005 version, I would like to get a copy of it even if it was not adopted. I have a copy of the 1996 that is readily available at HUD website.

For anyone in the future that wants to inquire with proprietary systems, I advise you to parse every word. Several years ago I started looking into this for a client. They were wanting to use a proprietary system that according to the supplier, "met all HUD requirements". I could find no HUD reference to their product. After repeated questioning by me and A LOT of Philadelphia lawyer talk I finally got the following out of them. "Hud has NO requirements for a system like ours, so, we meet all HUD requirements."
