Help specifying material & hardness for wrench design

I am designing a modified box end wrench and need help specifying steel alloy and hardness. The sizes are large: 22, 24, 27 and 32mm with an overall length of 12". The customer would like to forge and then broach the wrench detail. Any help would be appreciated.
