Help setting control on 200' high building

i am a surveyor in nyc and have been working on building for 10years now. but now i am having a problem running my control up the building. the building is 40 floors and the adjacent building i cannot get asses to put targets onto! any ideas on getting the control up from 2 sides of the building?
 
Why would you need survey control inside/on top of a building?
 

If horizontal position precision between street level and 40th floor is needed, perhaps You can adapt a method of trilateral triangulation (correctly called resection), which uses three or more lines of position to known coordinate points.

i did setup control points and =resection a point on the slab. I just prefer to stack up my lines on the edge of the building. I was able to get onto the adjacent building. thanks.
