heavy load gear box with loose center distance

I have a gear box which gear specs and drawings are in hand, but the center distance of mating gears are more than standard ([z1M1+z2M2]/2 )and the geometry of gears do not match to gear specs. here is the drawing of 2 mating gears in attachment which center distance is 544.410+-0.125 according to chassis drawing.
