GAS PIPELINE LOCATED CLOSE TO THE FENCE IS MAKING CLASSIFIED AREA - DIVISION 2 OUTSIDE OF THE PROPERTY, OUTSIDE OF THE FENCE.
AREA AROUND THE FENCE IS PROVIDED FOR THE TEMPORARY ROAD - FOR MAINTENANCE.
THE FENCE CAN NOT BE EXTENDED - BECAUSE IS NOT THE SAME PROPERTY.
HOW TO CREATE SAFE AREA? CREATING OF NO-PASSING ZONE WITH A SIGNS IS PROBABLY NOT ENOUGH ?

What is the source causing the area classification?

Suggest you review API 500 and perhaps get an out.
 
Pristava: The question is; if its just a pipe you wont get any areaclassification since there are no point where gas can escape. If there are vents or other sources it might be different.

Check the latest version of the standards as many have been revised recently. For example IP-15(2002) specified that the hazardous area round a flange on a natural gas pipe may be only 1.5m and therefore half the 3m recommended in the previous IP-15(1990) code.

From memory IP-15 (1990) sized the hazardous area round flanges etc as 1.5m or 3m depending on the quality of the installation and frequence of handling. IP-15 (2002)uses a more quantified criterion based on a release size and frequency relationship and a release rate & area based on the fluid and the source pressure (up to 100 barg). For Natural Gas the maximum Zone 2 area is 1m radius but for liquid releases this could be 2.5m, or 3m if close to the ground.
I'd strongly recommend that you get hold of a copy from the Energy Institute (formerly Institute of Petroleum) as a detailed assessment based on the location of potential release sources (flanges, valves, etc.) could be the answer.
Note that a 3rd edition of IP-15 is in preparation and could be released soon.

You mentioned this being a gas line (Natural Gas?). In the US, this will probably fall under ASME B1.8 or DOT CFR 149 or both. I would check this and follow 1969grad's advise on checking API RP500.
