Ground water resistivity

If we want to measure ground water resitivity for desiging a ground system for a station what is the procesure?

We conducting a ground water resistivity test on the site or take a sample for measuring the resistivity?

Typically, you are interested in the resistivity of the soil/water combination, not the water alone.

How about to measure water resistivity as a return path for fault current in a hydroelectric dam that uses a penstock or a tunnel for carrying the water.
 
The water will not be there all the time in the case of a penstock. Fresh water is actually not a great conductor. Pure water is not a conductor at all.
