My initial thought would be to use steel, but with a better coating, assuming that a CS strength was initially selected with some thought toward actual material strength requirements.

Actually the purpose of replacing the open drain CS caisson is to avoid corrosion issue(less maintenance).I did some study and there is no issue on the strength and what not since it can withstand up to 34 bar.This application is only at atmospheric pressure.

The caisson application is to contain oily water before discharge to the sea.its part of the produce water treatment. Its not like something on the link.
Why would scaling be an issue - it will be on the inside? The GRP will have better corrosion and fatigue resistance than steel - it is a good option for the application.
The GRP won't prevent scale build up but it might make removal easier. The produced water hitting the seawater will still dump salts (trust that there are no regulatory discharge issues in this). However, you are only using the caisson for flotation and skimming which should still work.
