Grade change without vertical curve

I have not work on roads but come across problem with 50' curve with 7> grade without vertical curve. designer come up with 7.5" vertical height from low point to high point. Is anybody can show me how this calculated/
I saw 1% incoming and 1.5% outgoing slope on 20M curve shows the difference in elevation. can you show how you got the number? Is it not 1+1.5 makes 2.5 grade change?

Vertical change without a curve is accomplished by a linear slope.......Y = mx+b
