GPR, Step & Touch Potential for multiple voltage Levels

Dear Folks,
PV Solar Power plant has two voltage levels- 33kV and 0.4kV. Solar PV plant is connected to remote end 33kV sub-station through 33kV cable. Local 33/0.42kV transformers are used for auxiliary power supply to solar farm. Ground fault currents at 33kV and 0.4kV voltage levels are 2kA and 22kA respectively. To size the ground conductor, 22kA (@400V) is to be considered. For calculating GPR, touch and step potentials, 2kA (@33kV) is to be considered. Please suggest, whether my understanding is correct?
