A collegue of mine called me to ask if I've ever heard of "Government Anchors". It's new to me. Google search brings up a reference to testing a government anchor, but it's not clear. Anyone ever heard of one?
 
Look on page 4-136 of the AISC manual, 9th Edition.

Around here, the term "government anchor" is taken to mean anything that is attached to the end of the beam before it is set in masonry or concrete that will give it purchase, and keep it from pulling out (the sketch on page 4-136 of the AISC manual, 9th Edition is only one way of achieving an end. I've seen angles welded to the web, and even rebar run through holes in the web...
