Glue PET to steel

I've tried epoxy with roughening surfaces but have not had success - after a timer they come apart. Any suggestions?

I would try a cyanoacrylate adhesive from Loctite. The following link is to their Design Guide for Bonding Plastics:

Try 3M
They make some amazing double sided tapes that give good bond strength to low surface energy plastics like PP, PE and PET.
Surface preperation has to be impecable though
