How to get benifit from GIS (Geographical Information System) in civil construction work, especially, Road, Bridge, Dams)??

I have found that gis can be very helpful for getting mapping, topo, and property information for roadway planning. I would rather use real survey data for actual design though. I have found that most gis data for edge of pavement, building footprints, elevations and other features is +/- 1 ft.

Preliminary planning can use GIS, but other methods are required when detailed design or construction occurs.
