Gd&T Flatness and perpendicularity to sheetmetal part

Sheet metal part having .060 THK L shape part. Part getting attached in next assembly by rivets. I have to apply GD&T to part, can Flatness and perpendicularity inspected to this part?
I will locate holes by Datum A, B, C query is about datum qualifier for Datum’s.
 
Assuming a simple L-shaped profile: It /can/ be, yes. Does it need to be? That's up to you.
 
Say Only datum A is having riveted holes and attaching other faces are not mating to any faces
 
Sheet metal is known for notorious use of shortcuts and not following GD&T to the letter.

Like JN mentioned, it's either up to you to decide, or you have to share more info: how big is the part, how you normally manufacture/ assemble/ quality check it, how much flexibility of the part affects your process.

Then we may be able to provide more insight and suggest more tricks.
