In Europe, refining margins are very small and in some cases negative. In principle this situation should-be attributed to:
An overproduction of oil products,
A slowdown in the economy with low market demand,
Technological advances in the automotive industry,
Appearance of electric motors,
Greater environmental awareness.
Unfair environmental requirements competition between EEC, USA, Eastern countries, Africa, Asian and Australia.
If actual pandemic illness stands for long time, it will contribute to the shutdown of lots of refineries and of course this is going to be beneficial to improve world air quality, but in the other side lots and lots of employees will be submitted to massive unemployment. The world economy will suffer a general slow down with unknown consequences to the people.

The real tradeoff with ICE between diesel and gasoline is what type of pollutants you get.
Diesel will emit more NOx and particulate. The pollution control system also requires the use an added chemical and cleaning of the particulate filter. Without this regular maintenance pollution levels increase greatly.
A gas engine will emit more CO2 and hydrocarbons. The pollution control system is passive so it doesn't rely on the operator, but it is less efficient at cold start (much more hydrocarbon).
CO2 removal is a subject of great research. I know of a test installation where they are converting NatGas into hydrogen, capturing all of the C in that process where it more concentrated. And then burning the H2 in a turbine for power.
NOx is another issue, as long as we are using air for combustion we will get it. More efficient engines use higher temperatures which favor NOx formation.
