I was wondering if I could get some opinions/interpretations.
I'm working on a gas plant. I automatically assume all plant work no matter what is a category III occupancy.
The client's engineer made a good counterpoint to this assumption. This project is fairly small and in the middle of nowhere. The plant is largely unmanned. Only one or two people may visit the site to take measurements and do inspections, and only on a periodic basis. There isn't even any security there.
The closest people would be farmers several miles away. I'm getting information from mechanical on the blast radius of a catastrophic event in the plant. But preliminary info says it shouldn't even go outside the firebreak at the perimeter of the plant.
So the client is making the argument that this could be a category II or even a category I.
