My opinion...
What is the intended failure position of the scrubber dump valves (automated assumed) and where do they dump to? I imagine that if they are functioning properly, they are closed at low level, so the liquid seal becomes unnecessary; there are also, presumably, check valves between the scrubbers and the drain system, so that the compressor is always preferentially drawing its suction from the (assumed) inlet separator as opposed to from the (assumed) hydrocarbon drain tank or (alternately assumed) FKOD. If the dump valve control loops have been rung out and proper actuation has been thereby demonstrated during precommissioning, then whether or not you pre-fill the scrubbers for commissioning & start-up probably doesn't matter.
