Freezing SW Feature Manager panes

I like to have my Feature Manager divided into two equally sized panes, one above the other. But they will not stay put. Invariably, the top pane shrinks down to about 2 or 3 lines and I have to drag it back down again. Is there any way to freeze the size of these panes?
I'm using SW 2004.
