FRACTURE TOUGHNESS TESTING EXEMPTIONS PER PARA 841.1.2(a), B31.8

Para 841.1.2(a) OF ASME 31.8 2010 provides stress level guidelines below which fracture toughness fracture toughness criterion or other method need not be applied. However, succeeding paragraphs (b) Brittle Fracture Control testing and (c) Ductile Fracture Arrest testing seem to be required. Furthermore, Interpretation 15-5 states these tests are required. Do paragraphs 841.1.2(b) and (c) and Interpretation 15-5 over ride the testing exemption provided in 841.1.2(a)? Please help. Thanks.
