Foam concrete in cement silo roof

Hello everyone

we have a concrete cement silo structure and contractor is to watertight the roof. The roof is steel deck concrete deck sitting on steel beams. The design of water proofing calls for the use of foam concrete (1% slope) then bitumen layer and screed on top.

The contractor wants to replace the foam ( light weight cellular concrete) with something else ( probably regular insulation ), I don't know what it will be yet but I know won't like it as they always come up with crazy ideas. Do any of you know why concrete foam would be used in this particular situation? I know that it has good thermal properties and fire resistant properties but is that really it?
