API 650 Appendix C, Clause C 3.8 states that siphon drains are not acceptable as primary drains for external floating roof tanks. My understanding is that it should be applicable only in case of single deck floating roofs, and not in case of double deck floating roofs, as product is likely to overflow onto the deck in case of single deck roofs if water seal is not maintained. Is my undertsanding correct?
