Floating roof draining system substitution

Can anyone help providing exprienced oppinion in use of flexible hose ( composite hose 6" dia) for floating roof draining system.
What is tendence today, repair or install new traditinal articulated arm draining system, or move on to new flexible hose? Pros and cons of the flexible hose?

The flexible hose type is well accepted. Covering the tank with a dome gets rid of the problem altogether.

Covering the tank is out of consideration, its a crude oil 54 meters dia tank.
Specifically, can the flexible hose be just flange mounted or is it better to use rotating joints at the flanges?

We have a total of 5 floating roof tanks around 30 meters in dia. and have flanged connections at both ends. There no flexible connection in the flexible hoses.
I don't remember any problems other than replacement at 20 yrs.
 
A properly designed, manufacturered and installed flexible hose system does not need flexible connections at either end. It should coil and uncoil without twisting.
