Flare header connections

We've got a client who wants to connect a pressure relief discharge to the bottom of the flare header... I know that recommended practice is to connect to the top of a flare header to prevent condensables from traveling back toward the relief device. Is there some ASME, API, OSHA code that specifically states not to connect to the bottom of a flare header? Any help with this is appreciated!

Well, make sure the process guy sizing the PSV accounts for that full liquid column he'll have sitting on top of that discharge.

Or, you could just have them drill a weep hole at that first elbow, like on an open PSV to drain the liquid.
