Fire over pressure in ULCS601 vs NFPA 30

Hi all,
Can you explain why for aboveground flammable horizontal storage tank Emergency vent sizing considère an allowable over pressure of 35 Kpa (5 psig)in ULC S601, while in NFPA 30 Emergency vent sizing consider only 17 kpa(2.5 psig)?
Also normal maximum operating pressure in ULC S601 state for only 7 kpa, but in fire case overpressure reach 5 times the MAWP of 7 kpa of the tank, compared to +21% overpressure for ASME section VIII div 1, why ULC S601 is so demanding compared to other code & STD?
