In qualifying a PQR to ASME Sec IX, QW 181, where testing will be to QW 183, with no mechanical tests involved, is PWHT an essential variable?

If you intend to qualify a fillet weld WPS in a situation where PWHT is required by Code for fillet welds, yes, PWHT should be included as an essential welding variable for this procedure.
