For AISC and AWS codes, there is a maximum weld size in lap joints. If the material is >= 20 mm (or 3/4"), the fillet weld must be at least 2 mm (or 1/16") smaller than the material thickness. This is for inspection purposes--if the weld comes all the way up to the edge of the material, it can melt away the edge so that what looks like a fillet weld that is the same size as the full material thickness will actually be undersized.
