I had a previous thread (now closed) which dealt with infilling a baseplate anchor hole with epoxy grout to allow for shear transfer in a highly oversized hole.

I discovered Section J5 Fillers in AISC. Part J5.1 deals with welded connections (probably with filled in weld and other metal materials. Part J5.2 deals with bolted connections.

The only hint of the "filler" being metal is the condition that it be "welded OR extended". The OR, to me indicates that other filler material may be used. But it's ambiguous on that front.

Opinions?
 
I wasn't familiar with that, but in the definitions in the glossary find "Filler- plate used to build up the thickness of one component", which seems to be definitely steel.
