Can a U-Stamp holder fabricate a pressure vessel at their customers shop? The end user of the vessel is unknown.

We did it nearly a hundred times. Our U stamp Certificate covered shop and field manufacture. The Owners' shops were considered field fabrication sites.

As previously stated, your Certificate must state for shop and field or field only manufacture. If it states for shop fabrication only, manufacture is restricted to the location defined thereon.
