Fastener assembly placing 96 joints take too much time, is it normal? NX10/TC10

Placing 96 fastener assemblies took little less than a hour, then changing properties for washers in top stack took more than hour and a half, is that normal?
If not normal (and I am very much sure it is not normal) what can be a cause of long time?

FYI: we are seeing that poor performance since NX 75 + Teamcenter 10 and what Siemens called at the time "a better integration of the two products". It has been so bad for every command that involves a massive live update of the Teamcenter Structure (typically adding/replacing fasteners) that we have finally decided to skip all constraints for those items...
 
Hmmm weird adding fasteners to an assembly should not trigger teamcenter structure updates, as bom structure synchronization should only happen during save.

So that is good and bad in same time. Good that it is not me making some stupid mistake, bad is that I would really like to have constrains on it, but with this amount of time used to place them with constrains I think I will skip them too. But it is minus for project.
