Failed loft operation but can't find problem

I have a model of a construction site created from lofts. I've been asked to create a ramp as shown in the supplied model and find the volumes of the ramp and the construction site with the ramp removed.

I keep getting loft operation failed to complete. I've added more guide curves and profiles and this has not solved the problem. I want to have the site and the ramp as separate solids so that I can keep them still to find the volumes and for picture purposes.

I am using SolidWorks 2017
