Expanding and Contracting Parts

I'm trying to design a part that expands as it exits a tube and contracts as it's drawn back into the tube. I'm not sure how to do this in Creo - I tried doing a blend, but couldn't get it to retract back into the overall system. Any suggestions would be welcomed!
 
Mechanisms can animate that movement.
Flexible component can simulate the 2 conditions.
Relations can be changed to show each condition.

Can you expand on that?
 
How do you want to show the positions of the inner piece?
Do you want it static or dynamic?

The easiest method would be with a mating relation. Mate the inner piece end to the end of the tube with an offset value. Change the value to set how far in or out you want the piece to be from the tube.
