I am using temperature load as 35 Deg(TEMP 35 MEMB ALL). But it produces huge stresses at foundation in Fx & Fy direction. I reduced this by giving weak spring (10 Kn/mm) at Fx & Fy. I am using M27 anchor bolt and Hole dia is 40 mm. So 6.5mm gap will there all around bolt. Now my concerns is how could I achieve this 10Kn/mm spring action at this foundation.

You might want to post this along with your model on the Bentley hosted STAAD forum. I assume the original high stress was a result of overly constraining the model while applying thermal load.
