Is there a way to reset the vertical scroll bar in excel so that it is calibrated to the information on the sheet rather than what used to be on the sheet?

You close and re-open the sheet. If there's still a problem, then the added cells contain non-null data or formatting that keeps the active sheet extents out past what you think is data.

How about copying the known rows to a new sheet and then deleting the old sheet.
