The specification states that distribution boards shall be Ex de design suitable for minimum gas group IIA, temperature class T3 hazardous area, but does not mention about Zone 1 or Zone 2.

My guess is that if it's Ex de, the board would be suitable for both Zone 1 and Zone 2 locations.

Is my assumption right? Is there any changes in Ex de enclosure for different zones, say Zone 1 Vs Zone 2

Both Ex d & Ex e designs are acceptable for Zone 1 therefore for Zone 2 also.
Hence, you are correct in saying that Ex de design is acceptable for Zone1 & 2.
