etching polymer surface

Hello everyone,
Greetings!
I would appreciate any guide about etchant for modifying polymer film surface.

I like to modify surface roughness (random) of poly(vinyl alcohol) films. I was wondering if there is any wet(chemicals like strong acid or base) or dry (plasma or ion beam) etching techniques ?
