Does anyone know where I can get a copy of the "statistical analysis of ground-water monitoring data at rcra facilities"an addendum to interim final guidance, supplied from the Office of Solid Waste, Permits and State Programs Division,
USEPA July 1992. It is not online. At least I do not think so

Have you checked publications on the USEPA web page, especially the OSWER part of it?? Many EPA documents are available free-of-charge if you contact them directly. Otherwise, you can be sure that it's available from the National Technical Information Service (NTIS)of the Department of Commerce, but for a relatively hefty price.
