Energized transmission line repair

I got in a discussion with someone about repairing transmission lines. I know you can work on a live line if you are dropped on with a helicopter. I could have sworn ,though, that in China they have a method of getting up and onto live lines (more than once!) without using a helicopter. Am I wrong about this? If not, where can I find info on this?
 
You can also use bucket trucks that have insulated booms.
 
What I think I remember is something like climbing over the insulators from the support structure to the line? Could it have been an insulated ladder?
